Hounds are pretty vocal.
I think GSD as a breed are as well.
The more opinionated individuals of any breed can be loud as well. Also if you encourage your dog to be noisy, your dog will probably be noisy regardless of breed.
Huskies, Malamutes, and Hounds are the three that come to mind first though. -C
