The previously mentioned dogs can be cuddlers, too! Every dog is an individual; Personality is different than breed traits. While you can guarantee a border collie will need to run, you can’t guarantee it will want to cuddle, and you certainly can’t guarantee it will be a good listener.
Any breed can be a good listener with proper training. There are breeds who are known for being more independent and harder to train, so they come off as stubborn and poor listeners. But, no dog is an automatic listener, it takes work!
